Dear Shaun,

1. I believe that pgfplots has support for the comb plot handler of tikz 
-- at least in the unstable version which is available from 
http://pgfplots.sourceforge.net/ . Unless I misunderstood your request, 
it should do what you asked for.

2. The request sounds very much like a quiver plot to me... check out 
the manual of the unstable pgfplots version from 
http://pgfplots.sourceforge.net/, it contains a section about quiver 
plots. Is this what you have in mind?
