First of all, I understand such timeout as the maximum time the pcp command will wait for a connection with the given pgpool-II instance to be established. Under that premise, I would say that it can safely removed as those commands would normally be typed by a system administrator, and you don't care about such timeout because you are in front of the console at that moment.
