I believe it needs the PostgreSQL header files.  Which would still be a
problem because the ./setup in PHP is going to add a /include to the end of
whatever path you give it.  I gave up on building PHP from the PostgreSQL
RPM long ago so I'm not certain.  I know that it has to have the libs in the
LIBPATH for the build.  I'd either go complete with RPM installs or
completely from tar's myself.  I use the tar method so that I know exactly
where everything is.
