[ADMIN] PostgreSQL, PHP4 and ODBC?

Does anyone succesfully installed PostgreSQL, PHP4 and ODBC?

Is it worth the try?

Also I'd like to know if simple foreign keys are implemented in PostgreSQL
6.5.3?

I know they are implemented in the 7.0 version (well in part) but how come
foreign keys are just beginning to work? I mean the foreign keys are very
important in relational databases!
