[ADMIN] binaries installation on NT...

hello,

I downloaded the binaries for postgreSQL on NT, and I am facing some 
problems...

1: where can I get the binaries for the cygwin32_ipc-1.03.tar.gz?
2: what are the detailed steps to do in order to make the postgresql 
binaries run?

        --> I am getting a "FATAL 1:  SetPgUserName: no entry in host passwd file" 
error when installing, so I guess I have already missed something.
