Yes. You need to install cygwin (www.cygwin.com ). The development versions are available under the GPL. Currently there is a pre-built PostgreSQL include, but you need to seperatly download cygipc (can't remember the link of hand). There is a Postgresql README when you install. The PostgreSQL on cygwin mailing list is pgsql-cygwin. - Stuart
