For starters, you can supply us with some pertinent information:
1) What machine are you running this on? In particular what OS? (Windows? 
Linux? Sun?)
2) What version of the OS are you using?
3) What C compiler do you expect it to use?
4) What version of PostgreSQL are you trying to install?
