[ADMIN] perl Pg installation?

I'm not sure I've got the right list, but pointers to a better one are 
certainly accepted.

I'm trying to install Perl Pg module, but when 'make test' runs, 
Pg::conndefaults() is returning an empty dbname.  I'm not sure where to 
go from here.  Any suggestions would be greatly appreciated.
