I forgot to mention you could also use a serializable transaction with
your method...

BEGIN ISOLATION LEVEL SERIALIZABLE;
INSERT ...
DELETE ...
COMMIT;

Just remember you'll need to deal with the possibility of a 'could not
serialize' error.
