Greetings,
While the online documentation is the definitive document, I've found
the Apress book Beginning Databases with PostgreSQL: From Novice to
Professional very helpful. There is a section on connecting to
computers using a variety of languages.

The PostgreSQL documentation is quite good. Start here:
http://www.postgresql.org/docs/8.3/interactive/index.html
You might want to read through the tutorial first.
Regarding the connections from other machines, see:
http://www.postgresql.org/docs/8.3/interactive/runtime-config-
connection.html
