You might try pulling the latest version of ppport.h from our CVS: http://anoncvs.postgresql.org/cvsweb.cgi/pgsql/src/pl/plperl/ppport.h to see if that fixes it. I wouldn't really expect what's in 8.3.7 to work with such a new version of Perl.
