I would use task manager to check if PostgreSQL is actually running. If it is I would disable the firewall, if it's not I would check if the data directory is empty, and look at the PostgreSQL and windows logs. It's also odd that you see [host "???"], I would expect it to be [host "127.0.0.1"] maybe it's confused by some network configuration. If none of that leads you anywhere try PostgreSQL 9 and maybe include the full install log file.
