what is your used encoding and used locale?
try
postgres=# SHOW lc_collate ;
lc_collate
-------------
cs_CZ.UTF-8
(1 row)
postgres=# SHOW server_encoding;
server_encoding
-----------------
UTF8
(1 row)
Encoding have to be same like encoding used in locales. If not, then
functions upper, lower doesn't work.
