psql: Fix tab completion for DROP INDEX CONCURRENTLY psql offered CASCADE after DROP INDEX CONCURRENTLY and an index name, even though CASCADE is not supported with CONCURRENTLY. Offer only RESTRICT in this case, while retaining both CASCADE and RESTRICT for ordinary DROP INDEX.
