Remove obsolete comment from AddBufferToRing() Commit 5e899859287 changed StrategyGetBuffer() to pin buffers using CAS without acquiring the buffer header lock, but left AddBufferToRing()'s comment about the lock unchanged. Remove the stale paragraph.
