Log message:
Add support for 'postgres --help-config' output of information about
GUC variables, per recent discussions. Also reorder postgresql.conf.sample
to match new classifications in runtime.sgml. This is an amalgamation of
work by Aizaz Ahmed, Josh Berkus, and Shridhar Daithankar.
