Update to work with WiX 2.0.2110.0:
* Strict checking of short names <= 8 characters, fix all other instances.
* Name and LongName can't both be used when they are identical. Also needed fix in the
perl utility scripts.
* dash (-) not permitted in identifier.
* FileGroup element removed. Replaced with include files generated using new script
buildflist.pl.
* Warned about a couple of components (shortcut to contrib docs, some Npgsql files in
a subdir) that weren't attached to a feature - fixed.
This commit means WiX 2.0.2110 is now required to build the installer (I think).
