finally get around to qualifying pg_all_grants correctly. We show a
grant if any of these is true:
- current_user is a superuser
- the grantor is current_user
- the grantee is current_user
- the owner of the object is current_user
- the grantee is "public"
- the grantee is a group of which current_user is a member
