I think you might be right:

        CREATE OR REPLACE PROCEDURE triple()
        LANGUAGE plpgsql
        AS $$
        BEGIN
                RETURN NULL;
        END;
        $$;
        ERROR:  RETURN cannot have a parameter in a procedure
-->     LINE 5:         RETURN NULL;
                               ^

        CREATE OR REPLACE PROCEDURE triple()
        LANGUAGE plpgsql
        AS $$
        BEGIN
                RETURN;
        END;
        $$;
