If this is a new installation and you are the administrator, then you probably need to connect as the system user who owns the PostgreSQL installation, usually "postgres", but sometimes "pgsql". On POSIX systems you can do this via the command "su - postgres"; otherwise simply log into the system as that system user. Once you are logged in as the installation owner, you can use createuser<link> to add other accounts."
