Hi Marcin, The version of the repo files != the version of PostgreSQL packages.
pgdg-fedora or pgdg-redhat (or whatever) are the repo packages, and they carry only the major number: 9.5. The rest is the build number for that specific package. So, there is nothing incorrect there. Please email to pgsql-pkg-...@postgresql.org for further questions about RPM packaging.
