It is mentioned on the front page of https://www.pgadmin.org/

Making a request that it be included in the actual documentation, say here:
https://www.pgadmin.org/docs/pgadmin4/latest/getting_started.html

It's current location is obscured by the wallpaper and hidden by the screenshot as you mouse over it.
