have you a firewall installed on the machine? Is port 50432 blocked? Default port for PostgreSQL is 5432, not 50432.

Port 50432 is what pg_upgrade uses to stay clear of existing ports:

"Obviously, no one should be accessing the clusters during the upgrade. pg_upgrade defaults to running servers on port 50432 to avoid unintended client connections."
