is it possible that postgres is listening on ipv4(127.0.0.1) only and you 
trying connect to ipv6(::1)?

try connect to 127.0.0.1 as "server" instead of "localhost".


Then you would get this error:

psql: error: connection to server at "::1", port 5432 failed: Connection refused
Is the server running on that host and accepting TCP/IP connections?
