I wrote a PowerShell script that gets a bunch of RPM files, then scp's the new directory up to the target server. From there, it's as simple as: sudo dnf install Pg17.6_RHEL9/*rpm (Note: I suggest that you wait until next week, for possible bugs in the RPMs to be shaken out.)
