You may not have issues such that upping the # of users may be a) running you out of postgres allocations (see your documentation for details) ... increasing settings in the postgresql.conf file might help (shared_buffers for instance, and shared_buffers ) or b) not enough shared memory configured so the restart fails; need to be "root" and increase the shmem settings and then restart PostgreSQL ...
