You can't just have a bare CASE statement in plpgsql. Try this:

RETURNS TRIGGER AS $$

INSERT INTO sn_dm_b.pm201001 VALUES (NEW.*);
END IF;
RETURN NULL;
END;
$$ LANGUAGE plpgsql;
