Any reason why:

SELECT sample_id, positive
  FROM (SELECT sample_id, 
               is_wipe_positive(tblleadwipe.sample_id) AS positive
          FROM tblleadwipe
          WHERE hud_building_id IS NOT NULL) foo
  WHERE positive = 't';

won't work?
