Whoops,

ALTER TABLE foo ADD FOREIGN KEY (foo_bar_id_fkey) REFERENCES bar(id) ON 
DELETE CASCADE;

should be

ALTER TABLE foo ADD FOREIGN KEY (bar_id) REFERENCES bar(id) ON DELETE 
CASCADE;
