Try http://www.postgresql.org/docs/8.2/interactive/plpgsql.html particularly http://www.postgresql.org/docs/8.2/interactive/plpgsql-porting.html plpgsql tries to be like Oracle's pl/sql, but that only carries as far as the function body.
