Tests can have dependencies, and they're correctly built. The problem however is that, for historical reasons if I understand correctly, dependencies of tests are automatically included in the default 'all' target. Which means if you just type in 'ninja', it'd automatically create the test installation - which is probably not what we want, given that that's not a fast step on some platforms.
