Add a new PQcancelSend function, which sends cancellation requests using the regular connection establishment code. This makes sure that cancel requests support and use all connection options including encryption. 2. Add a new PQcancelConn function which allows sending cancellation in a non-blocking way by using it together with the newly added PQcancelPoll and PQcancelSocket. The existing PQcancel API is using blocking IO. This makes PQcancel impossible to use in an event loop based codebase, without blocking the event loop until the call returns. PQcancelConn can now be used instead, to have a non-blocking way of sending cancel requests. This patch also includes a test for all of libpq cancellation APIs.
