I realized that what we do in get_real_time_ns() on Windows is essentially the same as what we do in gettimeofday(). Probably we can just do either clock_gettime() with CLOCK_REALTIME on unix-like systems and gettimeofday() on Windows, and then don't change anything in instr_time.h?
