Hi Filip,

I am also proposing the introduction of a new GUC
variable for setting PQ_RECV_BUFFER_SIZE
in the first patch.

thanks a lot; this allows configuration for all
connections to a database, and so should fit our needs
while not changing any behaviour in the default case.

And the second patch removes the dead code.

Also always a good idea ;)
