Yeah, you're right, it's a bit arbitrary number - we just need to make sure that this estimation is not too small (to avoid false positives), but also not too big (to not miss a proper point for fallback). I left it uncommented mostly because I wanted to get some feedback on it first, and probably some suggestions about how to make this estimation better.
