In computer contexts it seems pretty well established that we treat "data" as an uncountable noun (like "air"), so I think "is" is right here. In maths or science contexts it's usually treated as a plural following Latin, which admittedly sounds cleverer, but it also has a slightly different meaning, not bits and bytes but something more like samples or (wince) datums.
