[HACKERS] SetQuerySnapshot() for utility statements

I notice that ProcessUtility() calls SetQuerySnapshot() for FETCH
and COPY TO statements, and nothing else.

Seems to me this is very broken.  Isn't a query snapshot needed for
any utility command that might do database accesses?
