[HACKERS] README.mb

I think doc/REAME.mb is now deprecated and I would like to remove it.
Also I would like to place the Chinese (Big5) version of README.mb
recently posted by Chih-Chang Hsieh <[EMAIL PROTECTED]> as
doc/README.mb.big5.
