I want to implement a SET PERFORMANCE_TIPS, hopefully for 7.2:

        * Add SET PERFORMANCE_TIPS option to suggest INDEX, VACUUM, VACUUM
          ANALYZE, and CLUSTER

I think suggesting items to the adminstrator is the way to go.
