I'd also suggest, if you want to get serious about encouraging submitters to add their patches to the wiki: * A Big Fat Link to the current commitfest page on the main page of the wiki. * Something in the Developers' FAQ section about submitting patches with a link to the wiki and some brief instructions about how to register an account and add a patch to the queue.
