Can you do anything with this TRIGGER value ?
pl/python's approach seems saner to me:
hannu=# create or replace function foo () returns trigger as
$$ return $$
language plpythonu;
CREATE FUNCTION
hannu=# select foo ();
ERROR: trigger functions can only be called as triggers
