List of updates:
- These are rebased to the latest CVS HEAD.
- I removed the argument of "bool validate" from string reloption callbacks
  due to its improvement on the latest CVS HEAD.

There are no changes in rest of the parts.
If you saw the previous version partway, here is no matter to switch them.

The column-level privileges feature is coming to get merged increasingly.
It is not too early to *begin* reviewing the SE-PostgreSQL features now.
Please make it progress!
