I just talked to Josh Berkus via phone. We have decided to put the rough commit messages on a wiki for 8.5 final so they can be easily edited by the community, before markup is added and they are moved to the SGML docs. This should increase community involvement in editing the items, and if it goes well, we can try to do this in a more fine-grained fashion for every alpha release for 8.6.
