How about instead of VALIDATE CONSTRAINT we simply write ALTER
CONSTRAINT ... VALID?  (Patch attached, passes make check.)

ALTER CONSTRAINT ... VALID sounds like it just marks the constraint as valid. "VALIDATE CONSTRAINT" sounds like it scans and checks that the constraint is valid.
