Ok, so:

(1) a CONVERSION can only be dropped by the superuser or its owner.
(2) a grant syntax for CONVERSION is:

    GRANT USAGE ON CONVERSION <conversion_name> to
    {<user_name> | GROUP <group_name> | PUBLIC} [, ...]
