Ignore with warning sounds pretty good.  So it would go something like this?

# CREATE OPERATOR < (... COMMUTATOR >);
WARNING: COMMUTATOR > (foo, foo) undefined, ignoring.
CREATE OPERATOR

# CREATE OPERATOR > (... COMMUTATOR <);
CREATE OPERATOR
