Not sufficiently yet, no. The logical decoding facilities themselves are actually covered by tests in contrib/test_decoding, but due to the issues mentioned in 20140303224325.gj17...@awork2.anarazel.de they aren't run. The walsender interface isn't tested at all. Be it new or old functionality. I have some hopes for Peter's client test patches there...
