Just as a heads-up, this patch wasn't part of the commitfest, but I intend to review it and possibly commit for 9.4. Not immediately but at some point. Arguably this is a bug fix, since the autovac rebalance code behaves horribly in cases such as the one described here, so I should consider a backpatch right away. However I don't think it's a good idea to do that without more field testing.
