'Easily' in the sense that you don't need to gain any programming skills to help develop this part of the software - in fact the point is that you don't need to be a programmer at all. The translation itself may well require more skill to do well as you point out, but that is language skill rather than programming skill. To help with this we have guidelines to help translators in their task [1] (feel free to suggest any additions or ammendments) as well as instructions on how to do it, not to mention the fact that some of our existing translators are quite experienced and able to help out those just starting out.
