Do you have tcl installed on your machine? You need it, and it probably needs to be in your path, if you want to use pltcl.

This is not a -hackers question, btw - you should ask this somewhere like -general.

Translating it to English, that is something like: “…/lib/plctl.dll. It is not possible to find the specific module”.

Looking the directory, I can see the file plctl.dll:
